Synod 2007 Convenes

President and APB Report to the

2007 Provincial Synod .

 

On behalf of the administration and the Alaska Provincial Board I would like to take this

opportunity, once again, to welcome all of you to the 2007 Alaska Provincial Synod. As

this New Year approaches we have so much to be thankful for and look forward to what

God has in store for us. The Alaska Moravian Church (Alaska Province) consists of 23

congregations and 1 Fellowship. Currently, all congregations and I Fellowship station in

Napaskiak are served either by an ordained Pastor or a Lay Pastor. We also welcome

our brothers Will Sibert, BWM Director, Tyron Linton from the Morongo Congregation of

Banning, Caifornia and Sister Sabina Hunter from the Labrador Province. I pray that you

are feeling welcomed and enjoying your visit to Bethel, Alaska. During this week we have many issues that we will be dealing with and we ask that you will make every effort

to be in attendance until the adjournment. This is the time of listening to God, and asking

what new things He is asking of us. Your participation is a blessing!

 

As we know from the Synod last year we approved and passed the amended Articles of

Incorporation. This was a supporting document needed in order to complete the

application process for the 501(C)(3) IRS tax exempt status. After the Synod this

administration followed through with the application process and submit it to IRS for

review and approval. On March 24,2006 letter of approval and recognition from IRS was

received for the tax-exempt status under 501(C)(3). If this administration was to share

accomplishments during this term of office, this is worthwhile to mention.

 

As a directive from the 2006 Synod, the Alaska Provincial Board appointed the Land and Policy Committee members as follows: Nelson Angapak, Walter Larson, Willie Phillip -

Tuluksak Representative, James Berlin Sr., Will Updegrove, Manny Konig, and Peter

Matthew - Quinhagak Representative who was later changed to Frank Fox upon

recommendation from NVK in Quinhagak.

 

Hymnal committee apointments are as follows: (requested during Hymnal Committee

report) Charlie Lewis, Vernon Samson, David John, Sarah Owens, and Mary Gregory.

 

During March 3-4, 2006 I attended the Mission Society Summit with Brother Tom Conrad

at Bethlehem, Pennsylvania. Also per request of the BWM Director I attended the BWM

spring meeting with Brother David Nanalook at Atlanta, Georgia on March 31-ApriI1.

 

In spring of 2006, Brother Rick Wagner who then was a CE Director resigned and left

the Alaska Moravian Province. As directed by the Synod, APB negotiated the salary line

item with the CE Director but agreement was not met. Job opening for the CE Director

went out until fall of 2006 with no response except for 1 applicant from within Province.

Brother Arthur Coolidge was appointed by the APB to fill the position part-time as

needed and at times when CE Department needs to be directed, Le; AMYF.

 

Both the Alaska Village Electric Co-Operative (AVEC) and the Coastal Village Region

Fund (CVRF) fish plant renewal lease agreements in Quinhagak were settled. APB

worked with Chris Cooke, attorney, to work on the revised terms. On April 27, 2006 the

Provincial Land and Policy met to address the NVK housing lots situation in Quinhagak.

Brother Frank Fox, Quinhagak Representative was in attendance with Walter Larson,

Will Updegrove, James Berlin Sr. and Robert (Manny) Konig.

 

The committee moved and approved to transfer surveyed 1-16 lots on the Mission

reserved land to Native Village of Quinhagak for sole purpose to build housing. The

following day, Alaska Provincial Board had a special meeting in Quinhagak to ratify this

decision. After thorough discussion, Motion was made to ratifiy and to approve the Land

Committee decision by a resolution. APB passed a resolution to transfer 1-16 lots by

quitclaim deed to NVKfor purpose to build housing.

 

Provincial projects -In summer of 2006 teams from the Moravian church in Wisconsin

and North Carolina came and did some work in Bethel and Nunapitchuk. Other

ministries were teens with the Leadertreks Ministry who did VBS in Bethel and volunteer

work, and Corbie and Nancy Cross, Christ for Ministries, who went to Goodnews Bay

with group of young people. Our Moravian brothers and sisters from lower 48 are

interested to come back to do volunteer work and VBS in Bethel and nearby villages,

June 8 - 24, 2007 and possibily with a group from the Morongo congregation of Banning, California.

 

The congregations within the Alaska Moravian Province are asked every year to submit

concgregational annual reports to the Provincial office following their church council

annual meetings. Based on 7 reports received for 2006, there were 17 children

baptisms; 1 adult baptism; 19 confirmed; 5 marriages, and 9 memorial/funerals.

All the Provincial committees that are elected or appointed are listed in the Boards and

Committees listing. Provincial committees are encouraged to organize and elect their

officers. All meeting minutes are to be recorded and copy send to the APB office to be

filed. Committee chairs-SAd/orsecretaries are sjrQ1lg!yencouraged to submit their

annual reports prior to Synod. Now that we have audits, the A~ needs to have a better

accounting system and minutes/reports are one way to do this.

 

We praise God for the faithfulness and commitment of the Conrads to keep the

Seminary operating after the Caldwells left. As we know, Ray and Val were here since

October 2004 and made preparations to open the school in the fall of 2005 in which we

see the school in operation. However, Brother Ray was unable to continue due to his

health and per recommendation from his doctors. The Seminary Board of Trustees

reviewed applicants and recommended to hire Brother Tom Conrad as the next Dean.

Brother Conrad begin his duty on July 1, 2006.

 

May God richly bless each and everyone of you as we serve Him. Remember your labor

in the Lord is not in vain.

THE ALASKA MORAVIAN CHURCH - 2006 SYNOD HIGHLIGHTS

Synod convened in Bethel from January 23-27,2006. Total of Sixty-Seven (67) Pastors and Elders-in-Charge, elected delegates, ex-officio members, Provincial Finance committee/Provinicial Treasurers, and the Youth Council delegates attended from (21) congregations. One guest introduced is Daniel Olrun from Mekoryuk. The Rev. Peter Green served as the Synod Chairman.

The second revisions of the Alaska Moravian book of order was accepted and approved by the Synod.  These contained changes from 1992-2005 revised by the Book of Order Committee and the Alaska Provincial Board.

The Child Protection Policy draft was accepted to be further reviewed and fully researched before implementation. Brothers William Nicholson, Brian Henry, Rick Wagner, Tim Samson, and Kenneth Nanalook were appointed to research legality and bindings of this policy draft:.

The amended Articles of Incorporation was approved by the Synod.

The Rev. Frank Matthew Sr. was re-elected to the Alaska Provincial Board as an ordained member (2009).  Brother Moses Owen was re-elected as the Lay Member of the APB (2009). Brother Roy Roberts is elected as the East Coast District PBE member (2009). Sister Sarah Owens is re-elected by unanimous consent as the CNCM (Chukotka Native Christian Ministry) member (2009). Brothers Moses Owen and Vemon Samson are elected to the Nunapitshinghak Committee (2009). Brother David Nanalook is elected as the Moravian Board of World Mission Representative (BWM) (2009). Brother Brian Henry is elected to the Provincial Finance Committee to represent the Up-River District (2009).

Reports and financial statements were heard from the President and APB, Provincial Treasurer, Moravian Book Store, Provincial Womens Fellowship, Moravian Board of Wodd Mission and Provincial Mission

Society representative, Chukotka Native Christian Ministry (CNCM), Nunapitsinghak Committee, Yup'ik Old Testament Translation Project, Provincial Hymnal Committee, Moravian Seminary, and the Christian Education Department. The Provincial committee reports are requested by the administration to be submitted to the Provincial office at least one month prior to the annual Provincial Synod.

The 2006 proposed budget totaling $126,182.00 for Administration was presented and approved by the Synod delegates. The Seminary Program budget in the amount of$ 81,747.00 was presented and approved as revised. The C.E. Department proposed budget was not approved, but was referred to the APB for further negotiation on the salary line item.

Auditors' review of the AMC financial statements for year ending December 31,2004 was accepted by the Synod body.

The 2005 General Bible Conference will be held at the Bethel Moravian Church, March 9-12, 2006 and the offerings are designated to the Provincial Hymnal Committee.

The Provincial Women Fellowship Singspiration will be held at Kasigluk, April 28-30, 2006. The topic is "Someone Cares For You" and the theme verse is I Peter 5:7. Further, the PWF will hold a workshop at Tuluksak in May 2006.

2006 Svnod Resolutions passed:

1. Alaska Moravian Youth Council Resolution # 06-01: That the youth select their own time limits for the speakers at Youth events and gatherings and that Youth organize their own schedule for Youth events and gatherings.

2. Healing Resolution # 06-01: That the Alaska Moravian Synod in duly called for session, endorse and pass that the Bishop, the Provincial President, and/or the Christian Education Director be available to travel to villages in the Alaska Province during "Special Days" if requested, providing that notice is given well in advance.

3. Healing Resolution # 06-02: That before a vote for a committee member or board representative that requires special education, gifts, experience, and calling is held; that the qualifications of the person involved in that ministry be shared with the Synod members, so that if appropiate, that person may be elected to continue in that ministry in which they have been effective and brought new life or vision.

4. Pastors & Elders Resolution # 06-01: That congregations not elect to officer positions in the church council, same family members or spouses, except within congregations apply.

5. Finance and Stewardship Resolution # 06-01: That the Synod support the Alaska Provincial Board to withdraw funds from Land Sales investments for projects that may arise as unforseen costs.

2006 Synod recommendations:

1. Evangelism & Outreach Committee Recommendation # 1: That the 2006 Evangelistic/Revival services be planned by the districts and that speakers and congregations fill out the questionaire to assist the Evangelism Committee.

2. Evangelism & Outreach Committee Recommendation # 2: That during district meetings, members be selected from each congregation to serve on the District Evangelism Committee (DEC) per Book of Order # 741.

3. Evangelism & Outreach Committee Recommendation # 3: That APB and the Seminary Dean set up workshop on the Baptismal policy after each Pastor and Elder-in-Charge review the Baptism policy draft.

4. Finance and Stewardship Committee Recommendation # 1: That Congregational Assessment be added on to support the Provincial Mission Society in the amount $150.00 annually per congregation.

Synod Directives: That the Alaska Provincial Board appoints new Provincial Land and Policy committee.

Appreciation went to the 2006 Synod volunteer cooks: Sisters Sophie John, Agnes Lewis, and Mary Wilcox. The Bethel Moravian Church and its leadership are thanked and appreciated for the use of the Fellowship Hall and church van. Thank you to Brother Arthur Sharp for driving the van; to Brother Harty Nicholai and the youth for being tellers. Also thanks to translators: Brothers Albert Beaver Jr. and Fred Phillip.
